They need to get some of the specialties out of the Guards into the regular Army

Thats true. I suppose thats because in times of peace they don't need as much of certain things. And those things get shipped off to the reserves.

The current setup with what is in NG and what is in Regular Army goes back to a Congressional Decision in 1970 as I heard it described on one of the TV news programs.
