[Proposed 1865; Ratified 1865]
Section. 1. Neither slavery nor involuntary servitude, except as a punishment for crime whereof the party shall have been duly convicted, shall exist within the United States, or any place subject to their jurisdiction.
Section. 2. Congress shall have power to enforce this article by appropriate legislation.
I read that as saying we can pretty much make convicts work and work for nothing.
As it should be.

Don't get me wrong I think prisoners should be working 18 hour days , hard labor 7 days a week for the city, county state they broke laws in as paying their "debt to society" per se....... My post was regarding what I thought/think is private business using American prison inmates as was Japan using the POS rapist .
I'm a big fan of Joe Arpaio the AZ Sheriff who makes jail so bad of an experience that criminals take their trade and skills somewhere else ......
