OK, I'm confused by the word "taken".

The AP story says: "Berger was allowed to take handwritten notes but also knew that taking his own notes out of the secure reading room was a "technical violation of Archive procedures, but it is not all clear to us this represents a violation of the law," Breuer said."

Did he "take" as in "write" notes while in the reading room, or did he "take" as in "steal" notes that were already in the reading room? The former is not as bad as the latter. But either are nothing compared to the other "Taking" as in "stealing" of after-action memos, which he can't find now. Must be with Hillary's Rose Law Firm billing records.

If I understand it correctly, while you are in the room, you can take notes for yourself; but once you leave the room, your notes stay there.
