What, exactly, is a "nuclear head". That's not a nuclear warhead is it? Is that some kind of depleted uranium penetrating warhead? Call me sceptical at this point.
I'm a bit dubious too. However, I don't think by any stretch depleted uranium heads can accurately be called nuclear. But it certainly is possible that the warheads are dirty bombs - Saddam might have gotten hold of some radioactive material and stuck it on the head of a conventional bomb. Even so, I'd certainly say that qualifies as a WMD.

Even weapons-grade material would be a smoking gun. The hardest part of making nukes is making the material; it takes a large infrastructure, like Iran currently has. The easy part is putting it together.
