Millennium Docs Destroyed by Berger Before 9/11 Hearings

Most of the existing drafts of the White House's After-Action Millennium Plot Review were stolen from the National Archives and destroyed by former National Security Advisor Sandy Berger at least six months before the Sept. 11 Commission dealt with Millennium issues in interim staff conclusions and public hearings.

A chronological review of hearings and staff statement transcripts available on the 9/11 Commission web site shows that the Millennium plot was not covered in any detail until public hearings in March and April 2004, more than six months after the Berger thefts.

Story Continues Below

Over four sessions on March 23-24 and April 13-14, Commission transcripts show a total of 96 references to both the Millennium plot and the after action review.

Before the Berger document destruction in Sept. and Oct. 2003, however, a search through Commission transcripts covering five separate hearings turns up just five mentions of the Millennium plot.

Berger's attorney, Lanny Breuer, acknowledged to the Washington Post on Sunday that his client's last visit to the National Archives came on Oct. 2, 2003, two days before archives officials told Berger he was suspected of removing documents.

Those same officials told the Post that they had five or six drafts of the Millennium after-action review in their files, all of which were eventually stolen by Berger. Only two copies were returned, the Post said, noting, "other drafts of the after-action document, [Archives officials] said, were apparently discarded."

On Sunday Commission co-chair Lee Hamilton insisted that investigators had reviewed every Millennium Review draft that the Archives had in their files, telling NBC's "Meet the Press," We believe we've seen all the documents . . . We're quite sure we've seen all the documents in full."

But the Commission's first staff statement on any topic wasn't released till January 26, 2004 - a full four months after Berger had destroyed the most of the copies of the Millennium after-action review stored at the Archives.

While Democrats have argued that the Millennium reports destroyed by Berger were copies, the New York Post reported on Friday, "Officials say it is possible he also got some unique documents directly from the files" - an apparent reference to oringinal handwritten notes made by senior Clinton officials on the draft copies.

Neither Hamilton nor Commission Chairman Tom Kean have given any public assurances that every draft of the Millennium review, complete with original notes, had been seen by investigators before Berger destroyed them.

O.K. Jersey Girls, are you going to have something to say about 'Sandy Pants The Callous Crook', or was all your noise just a rant against George Bush for the benefit of the Democrats? Were your very public lamentations actually about the loss of your husbands or something else?

Berger taking these documents (five times) before thay could be studied..... you should have alot to say about that! I haven't heard a peep.

What's up, ladies?

It is totally incredible! It is totally incredible that there is not more furor in D.C. There are only two explanations I can see. The entire government is corrupt - a good possiblity. Or Bush and the Republicans are going to hold Berger and this scandal over the Democrats heads for leverage concerning other matters.

But, I can't help but think that this, in some way, is going to be a way to get at Clinton's never-ending crimes in office. We can only hope.

This is an amazing breach of national security.

Yes it is, and can you answer the question in post # 2. Those Jersey Girls were real loud about Bush being negligent. (The best known and most quoted pronouncement of all had come in the form of a question put by the leader of the Jersey Girls. "We simply wanted to know," Ms. Kristin Breitweiser said, by way of explaining the group's position, "why our husbands were killed. Why they went to work one day and didn't come back.")

Now we find that documents needed to ascertain what really happened over the years were stolen REPEATEDLY - before they could be looked at! This is AMAZING.

I'm surprised Berger didn't steal The Declaration of Independence while he was in there.

Here it is:

Is it possible to stuff top-secret documents down your pants "accidentally," as Sandy Berger and his apologists are trying to claim with a straight face? House Majority Leader Tom DeLay will have none of it.

Evoking images of Watergate, or perhaps the fast-food Hamburglar, DeLay, R-Texas, described the disgraced former Kerry adviser's light-fingered antics as "just a third-rate burglary."

This could shape up to be bigger than Nixon's Watergate Hotel scandal. This appears to be Democrat damage-control run amok. Nixon's staff burglarized the Watergate Hotel to learn information about Democratic strategy in the election. Berger is fairly obviously seeking to remove specific information regarding the Clinton Administration's handling of the issue of terrorism.
That the media is not covering the implications of this issue is a huge disservice to American politics. It's important to focus on this so that partisanship doesn't persuade people to believe that their political party is incapable of such shady conduct. Of course, people like Dan Rather get to choose which news they'd Rather cover.
It appears that Sandy Berger is removing and destroying documents relevant to Clinton's handling of terrorism. One can only assume that, considering Berger's reputation of partisanship and loyalty to Clinton, that this information is potentially damaging (in Berger's opinion) to Clinton Adm. officials. It's worse than Watergate, because instead of information going where it shouldn't, information is actively being destroyed or hidden from our view.

SInce he took all of the copies, maybe he wasn't removing information, but was changing or adding information....Trying to substitute in what someone wanted them to say.....

Do expect arrests to be made in the future.....Apparently he's trying to make a deal now.....Hill/Billy should be VERY nervous. "heh heh heh....Well ya know Sandy's such a clutz and I've know about it for months"....gives it away....

The contention that the documents were "discarded" seems, from reading the article, as if it is a supposition of the NY Post. Does anyone know if that language is used by any primary sources, such as National Archives? Is anyone (eg Rep. Delay and Co.) investigating the possibility that Berger might have given away or sold the documents-- eg to the Saudis?

Actually, I'm somewhat sure that Dean sent the boys in there to get a book with the names, phone #'s, etc. of girls in a call girl ring that the Dems. were using to entertain people out of a local hotel. Dean's girl friend, Maureen, was one of the "girls". She went by the code name "Clout". Odd.

But, I do believe this scandal could be huge.

Just imagine if instead of Berger IT WAS CONDI RICE! She'd be strung up by now, and Bush would be out of office.

And just FWIW, FYI:

New Berger Scenario
In fact, one says the thrust of the federal investigation now looking into Mr. Berger's actions should center not necessarily on what was taken from the archived files but what was placed in them.
We have heard that there are plans for impeachment of Bush is all else fails and he wins the election.
Berger could be planting items (lies, etc.) that could be used to prove an impeachment.

I will BE shocked if anything comes of SB's felonious breach of national security. The stones required to do the job on this boob are NOT in the GOP's collective pants. I always believed Ashcroft would be perfect as AG but unless SB pays the price here, he is just another GOP politician, born and bred of wusses.

I am really sick of the GOP, but I have nowhere else to go and the Dim alternative is unthinkable.

Sure miss Ronald Reagan.

Mia, could this be a third card being played by that poker player?

GWB: HBS MBA -- http://www.freerepublic.com/focus/f-news/1070924/posts

By reputation, the President was a very avid and skillful poker player when he was an MBA student. One of the secrets of a successful poker player is to encourage your opponent to bet a lot of chips on a losing hand. This is a pattern of behavior one sees repeatedly in George W. Bush’s political career. He is not one to loudly proclaim his strengths at the beginning of a campaign. Instead, he bides his time, does not respond forcefully, a least at first, to critiques from his enemies, no matter how loud and annoying they get. If anything, this apparent passivity only goads them into making their case more emphatically.

Only time will tell, whether Saddam ever had any WMDs. Their non-existence has not been proven. Only time will tell whether or not Osama bin Laden (or his corpse) will be taken into custody by American Troops. Only time will tell whether or not Iraq will continue to make progress toward a transition toward a peaceful democratic government. George W. Bush knows much more information about these topics than his domestic political opponents do. At the moment, they are betting a lot of their chips on one side of these questions.

We will see by November who has the winning hand.

I may be off base but my understanding is that there is a final report of which there may be several copies. Prior to the final report, several drafts were circulated for review and comments. Each of these drafts has differences in text and different margin notes. Since these were "working papers", the archives might have only one copy of each of the drafts. My take is that Berger wanted to remove one or more of the drafts and/or replace them with a version with revised margin notes.

Watergate break-in involved only Dem party documents. This is much bigger, involving national security docs, albeit minus the break-in, but with other egregious illegal conduct. The cover-up of the motives for the theft and the precise nature and disposition of the documents is now in place.

Hi doug, haven't seen you for some time. Something MUST be done to these democrats who believe themselves above the law. They have gotten away with breaking laws for over 8 years, from the days of Pres. Nixon's investigation, even. As the years have passed they have become more and more bold with their illegalness. Now they sit on commissions in order to keep the criminal accusations away from the x42 administration. In 4 years, I'm afraid, we will be faced with an even more sinister apparition, if #97 moves into the whitehouse. I just hope and pray that she is wholloped at the polls so bad she won't be able to run for dog catcher. (but she is a celebrity, we've been told by the presstitutes)

You are so right. You mention the dead voters. I don't think dead politicians is too far from reality.

I think this election is for all the marbles. I hope the Republicans are in charge of the computer programs for the vote count tabulation. (At this point, I don't care if we cheat. Sometimes the good guys must do bad things.)

I think the outcome of this election may well hinge on which party presents the best October surprise.

And adding and entirely new layer of intrigue to the story is word that telephone calls made by Berger during those latter two visits may have been monitored by an 'unauthorized agency.

"unauthorized agency" -- who would that be?

Actually am trying to look at the delay in a positive way....If Berger is truly trying to bargain with the JD, then let's let Kerry get more entwined with the culprit(s) that put him up to it, before we bring the ax down.

Notice how quickly SKerry distanced himself from Berger....but if Kerry doesn't' know who else is involved....then they can be his very best friend...until...........ZAP

Maybe that's the real reason Hill wasn't asked to speak....

My question is: "how did WJC 'know" months ago, unless he's involved"....hhhmmmmm
