I suspect that Florida has similar laws that would permit Disney to do the same thing.

Disney has some sort of deal with the state of Florida that allows Disney to do its own law enforcement. They almost never have any outside law enforcement officers one their premises

Disney is its own municipality. literally and legally its own city.

They still have to enforce the laws and the county sherriffs also have the ability to enforce laws.
