You've missed the point. Taiwan does not need attack or patrol submarines; they need nuclear deterrence! Two Taiwanese SSBNs would essentially eliminate the threat of Communist Chinese invasion.
I would agree with you. That is a wonderful idea. But they would need to develop them secretly or China would use that as a reason to invade the island.
