PHILLY OFFICIALS REMAIN WATCHFUL FOLLOWING NEW TERROR THREAT

PHILADELPHIA (AP) -- Although no city institution is on the list of potential East Coast institutions named in a government warning, officials said Monday that they are prepared for the possibility that Philadelphia could also be a terrorist target.

"Could we be an alternative target? That's certainly a possibility," said Chief Inspector Joseph O'Connor of the Philadelphia police department's counterterrorism bureau.

The government issued a warning Sunday about possible al-Qaida terrorist attacks against financial institutions in New York City, Washington and Newark, N.J. Homeland Security Secretary Tom Ridge raised the terror threat level for financial institutions in those cities to orange, or high alert, the second-highest level on the government's five-point spectrum.

The alert level in Philadelphia and elsewhere remained at yellow, or elevated.

"We are in close proximity (to the three cities) and that gives us cause for concern," O'Connor said. However, he said, Ridge told officials that there were no specific threats made regarding Pennsylvania or Philadelphia.

Areas of continued concern in Philadelphia include the city's financial district, which includes the U.S. Mint and the Federal Reserve Bank, as well as historic sites, overpasses, bridges and subways, he said.

Current stepped-up levels of surveillance, patrols and inspections -- in place since shortly after the Sept. 11 attacks -- will continue in those areas, O'Connor said. Philadelphia police investigators continue working with federal and state authorities to monitor infrastructure and buildings, he said.

The New York Stock Exchange and Citigroup in New York, Prudential Financial in Newark and the headquarters of the 184-nation International Monetary Fund and the World Bank in Washington were identified by government officials as targets.

The list did not include the Federal Reserve in Washington, the nation's central bank, or the Bureau of Engraving and Printing, supplier of the nation's paper currency. Fed officials refused to discuss what types of extra security might be employed for the regional banks located in 12 cities including Philadelphia.
