Yes, it is. While every soldier has personal responsibility for his or her actions, the majority of blame and punishment should be on her superiors who allowed and/or encouraged this type of behavior. Suitable punishment should be reduction in rank to E-1, forfeiture of half of pay for six months, 1 year in the brig, suspended, and dishonorable discharge.
