Exactly right. Kerry couldn't think for more than forty minutes when that plane hit the Pentagon. Why that's at least 33 more minutes of nonaction than GW. And Bush actually had to be concerned about the way his behavior would affect the kids.
Kerry only had "adults" surrounding him...
