China controls AQ, somehow. China supplied Nukes to PAKISTAN after all. I wonder if the Panama Canal is actually the southern boarder AQ talks about crossing. Panama Canal is quite a bit further North than the Tri-border Region of Brazil, Argentina, and Paraguay:
