Bush says that he won't comment on Kerry's lying, treasonous behavior upon Kerry's return from his 4 month movie making trip to Vietnam.

That's smart for him to do for two reasons: 1) it's the classy way to conduct his public campaign + 2) old rule in politics is when your enemy is self-destructing you don't get into the way.
