No. The records should not be mailed to the campaign. This record is evidence and you just don't put evidence in the hands of the accused.

Kerry must authorize that the record be released directly to the NYT (liberal) and the Washington Post (conservative). Then they can make them public. Kerry can do that. He can direct his record to any party he wants.
