The AA appartus head in the Israeli Air Force said a few weeks ago to the Knesset that the Israeli Arrow Missile System cannot at this time protect against those Shahab-3 missiles.

Why not?

He said that the Arrow does not at this time provide enough protection against those missiles. Right now they can only protect against SCUDS and long range Katyushas.

The Shahab-3 is reported to be three or four times faster than the Scuds the Arrow system has been tested against. One common mistake on FR (and even more so among the general population) is to assume that all ballistic missiles are equal. They are definately not. Some are far faster than others, and are thus much more difficult to intercept.
