al-Sadr's truces/ceasefires don't last as long as Arafat's do.
Only when he thinks he has lost will he really 'cease'. Until then, he will continue to use these truces to re-arm and re-organize his militia.

BAGHDAD (Reuters) - Iraqi delegates to a conference choosing a national assembly said Wednesday that radical Shi'ite cleric Moqtada al-Sadr had agreed to government demands to end an uprising in the holy city of Najaf.
A letter from Sadr's office in Baghdad was read out at the conference, saying Sadr had agreed to demands which included leaving the Imam Ali Mosque in Najaf. Spokesmen for Sadr could not be immediately reached for comment.
Good. Now the Iraqis need to arrest him and try him for sedition.
