All this ambulance chasing is well and good but they are totally missing the number one most obvious threat! Cab & livery drivers. Everywhere you go in NY & DC, the cab & bus drivers are from the MI, many actually wear turbans. Who would expect something suspicious if they saw 4 or 5 cabs in a row with a MI driver? Or a seemingly empty bus with a MI driver? Ambulances & emergency vehicles garner too much attention, too easy to spot in a crowd. Take 5 suspicious cabs in NYC and try to find them. Geesh intel people, look at the obvious.
Uh, the guys with the turbans are SIKHS, not Muslims.
