Kerry was the skipper of the boat. It was his duty to file the after action reports Kerry was the youngest skipper in the pack & was not the one supposed to file the report - but he insisted he'd do it. Of course, at the time, nobody knew what his motivation was (to falsify the record for his own purposes)

In the words of one of my favorite federal judges addressing a lawyer that was complaining about his own misstep:
"Counselor, it appears your wounds are self inflicted. Go treat yourself!"
It seems that Kerry is "wounded" by his own actions.
