I wish that President Bush had used the veto pen. How different it would be today if he had.

I think Bush did not veto Campaign Finacne because he and McCain made a deal for the "Manchurian Candidate" not to run and to support Bush. This was made at a time when Bush was riding high in the polls and thought he could survive any attacks.
