Active duty, yes. But not inactive duty. He was inactive, according to the records on his website.

Kerry was not discharged. He was transferred to the inactive reserve after four years active duty. As some are finding out now the inactive reserve is still a real part of the armed forces of the U.S.. Kerry kept his reserve comission until 1978 so he was under the authority of the UCMJ when he went to Paris to meet the reps of the NLF and NVN.

That information is incorrect. The SBV meticulously went through the paperwork he released. He was in the Naval Reserves (Inactive) while collaberating with the North Vietnamese.
IIRC Kerry signed up for "Active Reserves" - but I don't know the time frame of that.
No, his Reserve status was changed from active to inactive on that date. He remained in the Reserves in inactive status. (I believe it was called the Individual Ready Reserve.)
He was transferred to the Standby Reserve July 1, 1972. I don't know when that status terminated but I believe it was as late as 1978.
