To hell if it doesn't. Kerry admited in Testimony before congress in 71 that HE wrote many after action reports and ADMITTED inflating the details. If the after action reports were used by the Chain of Command to decide if Metals were to be awarded it is absolutely relevent.
Keep in mind that it was John F'n Kerry's own Reports that HE USED to get the first Purple Heart, AFTER HIS FIRST CO refused it, Kerry waited until that CO was rotated out and someone not familiar with the event was assigned that post.
Kerry then resubmited the request and it was approved.
