I believe the additional laudatory langauge represents standard boilerplate language for citations issued in that timeframe, and is not "special" or "unique" to Kerry's citation. That is interesting. I hope it isn't the case as Lehman is baffled by it. However my memory is far from perfect but, I believe Lehman has waffled on this a couple of times.
