As far as "the stop and drop citizenship fiasco", that requires a change in the Constitution.

Not at all, the constitution does not confer citizenship on the children born of illegal residents, wrong headed custom does.

Amendment XIV

Section 1. All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the state wherein they reside.

Now, you may want it to mean something other than what it says, but it means exactly what it says.
