It is the poor use of a word that, in the main, means infectious spread.
She is using the word to mean to mean all or everywhere. She claims to be speaking for all women.
She does not speak for me. She gets an "F" in my book for this. (And for using "pandemic" as though it appeared on her Word-for-the-Day calendar.)
