I am assuming he is a demoncrat, because if he were a Republican the article would have pointed that out several times (as in "Republican Congressman Charged"....Ballance, a Republican, is accused of....the Republican withdrew from the race....") But it wouldn't look so good for corruption to be directly linked to a dem, so he only gets identified by him name and his party is ignored.
