As if the issue was ever in doubt. Of course black students can learn.

Why not take on something more difficult, such as demonstrating the blacks can do, on average, as well on standardized tests as whites and Asians?

Then there is this gem in the article:
"there is the notion that black children can't do well in open inquiry classrooms, (that) they have to have direct instruction, they need to have structured instruction, and they are not supposed to be able to handle instruction in situations where they're asked to think."

This is from the people that are supposed to be helping. Amazing.
