If they were being watched, I sincerely doubt that an agency would park a car with 'flashing lights' in their parking lot.
Then again, these people do tend to think and behave on the level of children; perhaps you could get away with parking your surveillance equipment in their parking lot.

Maybe people should install lots of blinking lights and faux security cameras in their cars / trucks / suvs and park them near their local mosques. Keep them looking over their shoulders too much to have time to plan attacks.
