You are all forgetting that in post-Soviet Russian usage, the rest of the former Soviet Union is the "near abroad". "Abroad" in Russian usage simply means "outside of Russia".
I just hope that in the mad dash 'KGB' won't manufacture some 'proof' pointing perhaps to the Baltics, Ukraine or Eastern Europe.
Remember they hate losing all those....
