Just a guess here, but I know Russia and Georgia have been close to war - I'm thinking Putin could use this as an excuse to pursue an agressive policy against Georgia.

That's a good possibility too.

You may have a point. There are a lot of Chechen refugees and terrorists in Georgia's Pankisi Gorge. The refugees were trying to escape the fighting and the terrorists hide among them.

The Georgians don't seem to do much about this. Maybe they are afraid of the terrorists or maybe bought off. I don't know.
