Aren't there lots of houses in Florida that have survived numerous hurricanes?

I think the problem is poor construction quality and home buyers who don't think through what they're buying.

There are homes on Key West that are over 100 years old, and still standing despite all the hurricanes.

i'll bet that given a decent budget, I could create a Florida waterfront home that would withstand anything nature cares to throw at it.

Yup. You'd pay a premium for construction, but it wouldn't be all that hard to do. The problem is that risk management is distorted by the government largess extracted from the rest of us at gunpoint. Without it, you'd see a lot more housing that readily survive just about anything a storm can do. Personally, I'm sick of this type of big-government spending. The people need to sink or swim on their own. If they can't do it themeslves, they need to consider moving someplace less risky.
