I am a bit confused. What is the forged document, and is it harmful for Kerry or Bush if it is forged. (forgive my ignorance, I am very tired and am having trouble thinking)

One of the Memo's dated August 73 claims pressure from a higher ranking officier to help Bush .....it looks forged ....but it is really dubious since the General retired in 1972......
