True, he won't resign. He will continue to say, "It's not about the documents, it's about the charge." He will hope that if he continues to deny, he can change the perception, ergo, the truth. He will deny this to the VERY END, even if he's kicked upstairs.

But this is out of control for him now. He will continue to hunker down and hope the news cycles will make this fade away.
