This did get cancelled, after one successful test against
a LEO target (much to the dismay of users still taking
data from the past-prime sat).

I expect we could resume the program on short notice, but
it's unfortunately very dangerous to test, because it
adds to the space junk problem. I'd like to think we have
ground-based lasers that accomplish the same result without
the side effects.

Without known on what grounds Kerry opposed this, I'd
give him NO credit for opposing it.

As in industry, not all product proposals go on to
market acceptance. A manager who opposed everything is
hardly to be congratulated for the few failures.
