The VietNam war was winding down, and Air Force pilots were flooding back to the U.S. and bumping Guard pilots out of their planes and flying time slots.
Bush's last flights were in his old trainer plane, doing touch and go and fly arounds to get in air time.
And everyone focuses on cocaine, but it may have been alcohol that George felt he didn't want to give up any more just to occasionally be allowed to fly a trainer. It might have been worth forgoing several beers to surge up in a jet interceptor loaded with missiles, but a trainer plane?

I read something about this on DU over the week-end. They are claiming that Rather had a second part to his Bush attack, that another pilot was grounded at the same time as Bush, for cocaine use and that by guilt by association it could be assumed that Bush was guilty also.
This has to be the Democrat game plan. It's amazing what you can find out by reading their stupid posts.

So far, Google has turned up a reference to Gore using the term"Sugarcoat" just two times. Still looking.
Regarding the February 2004 Salon article, from what I have found, AFR160-23 was published on July 1, 1986, not in 1972 or 1973. The regulation became obsolete on July 1, 1994, and was replaced by AFI44-120 on July 1, 2000. AFI44-120 relates to the Drug Abuse Testing Program, and is applicable to all active duty Air Force members; Air Force Reserve members; Air National Guard members, and select other classes of Air Force personnel. I am searching for a copy of AFR160-23, but it may be difficult to find.

Wow. We should also take from the DNC ad "Fortunate Son" that Wolfson and McAwful (both Hillary people) are trying to take Kerry down. To release that ad (with Rather's tainted report in it) on the same day big media like the Washington Post comes out against Rather is really bad tactics-- can't be an accident. The Hillary people are the enemy within the Kerry campaign. Hillary will be running in '08 folks.

Fast forward to March 2003, and Tuke was asked if he would join the campaign. Despite suffering from general political exhaustion--he was active in Bob Clement's unsuccessful Senate bid in 2002--he jumped on board as Kerry's Tennessee finance coordinator.
In those early days, there was a fundraiser at the home of Nashville music producer Don Cook, and Tuke was able to get Kerry an audience in a Nashville airport meeting room with such influential Democrats as Jane Eskind and Charles Bone. (That visit was the one time Kerry came to Tennessee.)
The most visceral connection between Tuke and Kerry is Vietnam. "I told him that as a Vietnam Veteran he has made me feel better than I have in 32 years," Tuke says. As to Kerry's syrupy-sounding Boston accent, Tuke predicts Kerry will play here regardless. "First of all, he's a hunter. Always has been. He also was a prosecutor, and he's put people away for life. Obviously, he's a combat veteran and a hero. He'll sell here." Kerry also has some distant relatives in the state who live in Pulaski and Jackson, which is better than nothing.
"This is going to be a clash," Tuke says, referring to the general election in which Kerry is likely to compete. "I'm here to tell you we're going after these sons of bitches."
