As a former 11B40 I will attest to this being a standard hand signal for "Enemy in Sight", not a surrender position!You're right about that, Sarge. I seem to remember guys doing that with their weapon to guide helicopters onto a landing pad.
But in this picture, it looks like the guy is simply signaling to his buddies, "Hey, I'm over here." Otherwise, he would be behind better cover/concealment.

Also, in this picture, I think he is either posing for the camera (since it's pointing right at him in the picture) or going through a training exersize with his squad/platoon, and somebody with a camera took his picture.

Well that makes sense, if it was a picture taken for Moveon.org, the enemy was in sight.
