It's a Bushism. Bush, when he was speaking somewhere, meant to say something about "putting food on the table" but it came out as "putting food on your family".
I have a book of Bushisms; that's how I know. Bush has a knack for mixing images and creating unplanned humor that is just wonderful. A couple others that come to mind are "make the pie higher" and "terriers and bariffs".
