Yes it is. Because the chechen terrorists have always been this sick and sadistic. And they nearly voted in Basayev when he ran, and they did vote in Maskhadov. Very telling.
You're getting the cart before the horse. Our State Dept. - under Clinton/Albright, unchanged under Bush/Powell - has been backing the Chechens against Russia. Though it was not reported by the MSM (surprise!) at the time, the major reason Putin sided with Schroeder and Chirac was thanks to our support of the Islamic terrorists operating in his country. Our State Dept. continues the policy to this day.
There is a pro-Arab, pro-Islamist faction operating within our own government, who still is unable to face the facts about the fundamental nature of Islam. The folks who mowed down fleeing children in Beslan didn't shout "Free Chechnya" - they shouted "Allahu Akhbar", which is exactly the same thing that is shouted in Israel when they commit one of their atrocities.
Perhaps Bush has been too preoccupied with Defense Dept. affairs (the war in Iraq) to pay much attention to the havoc being wreaked upon our fight against Islamic terror by numerous State Dept. officers. If so, he'd best clean house ASAP, since we have a tremendous opportunity to bring Russia into a joint USA/Israel/Russia alliance against the jihadis. To his credit, Bush was very forceful and uncompromising in his denunciation of the butchers of Beslan.
And of course, the same thing they say when they behead hostages in Iraq.
Kavkaz appears to be shut down right now, but I always read it at least a few times weekly, and just last week there was a prominent terrorist interview which said nearly exactly what you are saying here. It was something like "the chechen slogan is Allah Akbar", or whatever, not a chechen-language or nationalist statement.

Per Foxnews. Russie seriously prepares to strike terrorists abroad. Russia is reiterating its right of self defense.
Russia says that they will strike bases abroad. Including camps. This comes after a Muslim leader connected with Al-Queda claims responsibility for the school siege.
