Commanders do not ORDER anyone to take a physical (so Bush didn't ignore an order)
Physicals had to be taken before your birthday (Bush was out of the Guard by his next birthday)
Even with a revoked flight status, Bush would still have been an officer is good standing.
Bush served more than enough time to qualify for an Honorable Discharge.

You forgot to add that Bush didn't need a flight physical since he was transferring to an Alabama base with no planes.
