I hope they didn't delibveratly put it up, just someone hacked them. I doubt there is much security on university servers in general.
They tend to let students do the web site updates in the non-webmaster run accounts (any account preceded with a tilde (~). There are certain guidelines that the students are supposed to follow. Politically offensive satire unrelated to the mission and research is probably one of the no-no's.
