I think a charicterization of Kerry being a highly compensated dancer of issues is more appropriate. He has no real desire to solve or diminish any single issue, as the music he dances to has been his generous employer during his entire professional career. Well, that and marrying rich widows.
Bush on the other hand demands everyone takes a seat when the music stops. Some dancers find themselves without a seat at that point.
