The solution is pretty straightforward. The US simply informs the ambassador from Syria that ANY Hamas attack on US soil will be considered an act of war by Syria against the US and that, in such an event, all American allies in the region, along with American forces, will be forced to destroy Hamas and Syrian government infrastructure in Syria proper.
