I will be shocked if Bush does better than 10% with blacks on election day.

He'll probably do slightly better than 10% - some people are impressed that he did appoint Colin Powell and Condoleeza Rice to such prominent positions after the 2000 election.

Of course, turnout is more important than percentages - Vice President Gore energized black voters. Senator Kerry doesn't.
