It certainly raises doubts. But Sandy Berger walked away with classified documents in his pants and Dan Rather used forged documents to smear the President and I don't see any heads rolling over it. The rats always seem to skate by no matter what the wrongdoing.

Either unfolds and places or just places it, difficult to tell. Perhaps he flipped it (turned over)
Looks at it, looks at Lehrer
Reaches to the right
Uncaps a pen
Holds the pen up and begins to write
