3/4 is .75, so the 69.9 is 'closer' to 2/3 (.66667) but it's actually 7/10 (.70) when you 'round up' and drop the .9 decimal.

but 69.9 DEFINITELY wouldn't be "almost" 2/3s... It would be "more than 2/3ds...." So to retrain the phrase "Almost [fill in the number] think Bush will win." The logical choice would be 3/4s. No?
