The fixed cameras view showed some of the people at the party rushing to the rail of the patio after an off-screen flash out at sea. -- This clip was shown a few hours after the crash, on one of the stations I was surfing that night, then disappeared.

Anyone else out there remember seeing it?

There were many French passengers on TWA 800, and the French Government DID make strong statements about the "downing" (for lack of a better word right now), but I don't think there was a joint investigation, even if there were talks about sending experts from the Aviation Civile to help their American counterparts.

Well, it can be done at sea assuming you have the tanker and the necessary expertise. Or it can be done in port, which would be pretty obvious. Long and short is that this boat would have needed two or three refuelings on the way there, and two or three on the way back. The question is where, when, and how. And once we solve this problem then we can take up the fact that this kind of submarine has no surface to air missile capability.

Can the sub be refurbished to have missile capability?

If it wasn't a missile at all, could it have been a 'shoe bomber' type of incident? Would that explain the passenger list I posted about with the 'unnamed passengers'?

What other reasons would passengers be unknown on an aircraft?

the flight was at too high an altitude for any ground to air missile, and

A surface to air missle can target up to 15,000 feet. The flight was slightly above 13,000 when it was hit.

Depends on what type you are talking about. Shoulder fire missiles wouldn't require any sort of modifications at all. That Iranian Sub Website liked to above mentions Seacat and Skyguard missiles. The Seacat required a launching platform that was over 6 feet tall and weighed over a ton. Not something that can be added to a sub. And I've never heard of a SAM called Skyguard from the UK or any other country.
