HELLO! Is this man Harry living legally in that lot? NO! Outrageous that the police can't arrest him for trespassing and impound the dogs for a variety of reasons. Isn't there a LEASH LAW in NYC? Ridiculous.

This is where Giuliani (while not perfect) had a big effect on the livability of NYC.
Getting police to attack "nuisance" crimes (broken window theory) like leash laws means situations don't get to escalate as in this story.

I swear, RINOs like Bloomberg are worse than Democrats. They bring all the downside of leftism but they bring it cloaked in a Republican facade.
