Having said that, is it better for a welfare recipient to spend his ill gotten money HERE in this country or better for an upstanding person to spend American dollars in India? What is the Indian going to do with US dollars?

Not meaning to be flippant...but what do you do when you get a check? I put it in the bank. I would assume that most Indian banks, especially in the Bangalore area accept US checks.
Then, if hes smart, he'll take his wife or girlfriend out for a nice meal. ;0)
As far as the intricate machinations of foreign currency exchange between India and the US, well I really don't know.
