FWIW - if you wind up having to buy a video card, try shopping at place that sells used equipment. You can usually get stuff for 1/3 or less than new.
Place I shop sells old modem cards for $5 for example.

For option one, there are also external boxes that convert your computers VGA signal to a TV signal.
AVerMedia QuickPlay is one of them. Another capture software for option two is
Easy Video Capture.

Don't know if this helps. But, if you get the video on a VHS tape, MPG file, I can convert it for you!
A very small fee of $2.00 plus shipping. If I can FTP it to you, NO shipping back to you!
