To decide if something is incapable of meeting its design objectives, one must first determine what those objectives are.
I would say that the likelihood of the U.S. getting anything 'good' out of the U.N. is probably comparable to the likelihood of my winning the Mega Millions and Powerball on the same day, especially since I seldom play either.
