As a lawyer, here is my take:

He is toast, she has tapes. She did not allege the tapes because she is setting the perjury trap for him. His complaint against her essentially does not deny the allegations, but says she has no claim under sexual harassment law because she did not complain to "upstairs" first.

Trust me, he's a goner.

I thought the same same. I took a course on Employment Discrimination/Harrassment last semster at law school. I have a feeling O'Blowhard is finished, by the sounds of this complaint. Somehow, this behavior just seems "in charachter" w/ this clown. His ego is huge, and since Rush has come back from his drug problem stronger than ever, O'Blowhard has been green w/ envy. O'Blow thought he was going to pick up all Rush's fans and become the Howard Stern of the right, but it didn't happen. So long, Bill. Your books will soon be on ebay for 1 cent, and not selling! Another Lawyer (Neal Boortz) this morning predicted that by Spring of next year B.O. would be History, he didn't give specifics, just that he wanted to warn the Radio Stations that carried B.O. radio show that they were going to have some air time to fill, because B.O. is going to be gone.
