SELECTIVE SERVICE: The House failed to agree to suspend the rules and pass H.R. 163, to provide for the common defense by requiring that all young persons in the United States, including women, perform a period of military service or a period of civilian service in furtherance of the national defense and homeland security, by a 2/3 yea-and-nay vote of 2 yeas to 402 nays (Roll #494). Reps Murtha (D-PA) and Stark (D-CA) voted yea.

Rep Rangle (D-NY) said we currently have a “back-door draft” in the way we are using our Reserves in the war with Iraq. Said if the rumors are true that the Administration plans to reinstate the draft after the election, then they might as well pass this bill. Preferred to have had the bill referred to the HASC and believed this is serious enough to hold hearings. Rep Rangle voted against the bill. Rep McHugh (R-NY) argued that no one is going to vote for the bill. Said any rumors of a draft on the Internet are being planted by the Democrats. Stressed t he Administration, the Pentagon, and as it will soon be seen, the House rejects the notion to reopen the draft, before and after the election. Rep Skelton (D-MO) spoke in strong opposition to the bill. Said the Republican leadership is only bringing this up as an election ploy. “Why are we wasting our time, our precious time, we ought to be talking about health care, be talking about the deficit, be talking about taking care of the troops.” Rep Murtha (D-PA) argued we would be in Iraq for a next few years and need more troops to control the insurgency and help bring about stability. Said members of the Reserves and National Guard are serving longer deployments as well as being sent back two or three times. Believed it would be good for the country to have every citizen, rich or poor, serve in the military for a period of time. (Research Team note: The bill would require every citizen between the ages of 18 to 26 to perform a 2-year period of National Service.) (H8117-30)

How is using the Reserves a back door draft? They enlisted voluntarily with the full knowledge that, should the need occur, they would be called up. Where's the big surprise in that? It's not even in fine print!

The back-door draft Charlie Rangel feels is the from having his pants pulled down by the House Republicans who forced a vote on the bill Charlie introduced in the House to reinstitute the draft. Charlie had to drop his draws and vote against his own bill.

Dems taking care of the troops...

Cutting their budgets to the bone ...no new weapons lack of ammo and training...
VA was cut to the bone under Clinton

Dems talk about taking care of troops and veterans before the election and then
promptly ignore them after they are in office...

Republicans are about creating jobs for Veterans
Dems about getting them to group consoling if they feel bad about being out of work...
